The loud noise Republicans are making to ban earmarks is just a distraction.
Rob Blumenthal, a spokesman for Senator Daniel K. Inouye, Democrat of Hawaii and chairman of the Appropriations Committee, said that in the 2010 fiscal year, earmarks accounted for 0.34 percent of total federal spending. “That’s three one-thousandths,” Mr. Blumenthal said.
